Review of requisitions for payment can assure that the Contractors are being paid only for the amount of work completed. This will create a sense of urgency to your project, which will command more attention from the Contractor. In addition, cost extras, whether improperly billed or legitimate, can be dealt with when the Owner still retains the monetary leverage. Nobody wants to have their Schedule jeopardized by an untimely dispute with a Contractor or receive an unknown invoice after the construction has been completed.
Site reviews can provide assurance that the construction work is being performed in a quality manner. The Owner is paying for a quality project and should make sure that is what is being received.
In addition, Contractors who deviate from the intent of the Contract Documents short circuit the Design process. During the design process numerous items are discussed with the Owner and therefore incorporated into the Contract Documents. These design decisions can be negated, when the Contractor deviates from the design drawings.
